RozRoslyn A. Quarto

Executive Director, ESOP
Vice President of Advocacy, Benjamin Rose Institute on Aging


Born and raised in New York, Roslyn Quarto moved to Cleveland in the fall of 2012 and became the Executive Director of Empowering and Strengthening Ohio's People (ESOP) in April of 2013. Replacing a long-serving Executive Director, Roslyn was charged with charting a new strategic direction for the agency, diversifying its revenue streams and overhauling the organization's operations. ESOP's mission was expanded to include tackling the economic security issues facing the growing senior population in Northeast Ohio.

Roslyn brings a diverse perspective through her experience as a non-profit, government and corporate executive and lawyer. For 15 years she owned a private real estate law practice and has done extensive work on low-income housing; commercial and residential real estate; real estate acquisitions, financing and leasing; homeless agencies and services. Roslyn began her career as in-house litigation counsel for Unilever United States.

In the New York government sector, she served as the Director of the Mayor's office of SRO Housing, the Assistant Commissioner for Homeless Housing Development, and later, as the Associate Executive Director for the New York City Sports Commission.

In the non-profit sector, Roslyn served as the Director of Operations for Gay Games IV, and later, as Associate Executive Director for the Urban Homesteading Assistance Board, a not-for-profit low-income housing organization dedicated to transforming renters into homeowners who collectively own and democratically govern housing cooperatives that will remain affordable in perpetuity to low income New Yorkers.

Roslyn was recently appointed to the Ohio Attorney General's Elder Justice Commission and is the current Chairperson of the City of Cleveland's Civilian Police Review Board. She currently serves on the boards of the Hebrew Free Loan Association and the Ohio CDC Organization. Roslyn holds a BA from Pennsylvania State University and a JD from St. John's University.
